What a Mexican notario is
A notario público (often shortened to "notario") in Mexico is a senior public officer appointed by the state government. Each notario has a numbered office (e.g., "Notaría 18 del Estado de Quintana Roo"). The notario combines functions that in the US would be done by a real estate attorney, title company, tax authority and county recorder — all in one position.

What the notario does in a real estate transaction
- Drafts the escritura (deed) from the buyer-seller agreement
- Verifies title via the public registry (RPP)
- Obtains certificates: libertad de gravamen (no-liens), no-debt for predial and water, prior owners' tax compliance
- Calculates ISAI (real estate acquisition tax, 2-5% depending on state)
- Calculates and retains ISR from seller (income tax on capital gain)
- Reads the deed aloud to both parties at closing
- Witnesses signatures with full legal authority (fe pública)
- Registers the deed in the Public Registry of Property (RPP)
